County Manager's Office

Gaston County Government operates under a Commission-Manager form of government. Policy making and legislative authority are vested in the Board of Commissioners. The Board of Commissioners appoints the County Manager, who administers the affairs of the County. Matthew Rhoten is the current County Manager.

The primary role of the County Manager's Office is to serve as the central hub for administering county government, implement the policies of the Board of Commissioners and oversee all county departments.

FY 2024-2028 Strategic Plan

In accordance with the priorities and interests of the Board of Commissioners, this plan serves as an internal roadmap as staff continues to focus on ensuring communities are healthy and safe, maintaining our position as an economic leader in the region, and providing opportunities for recreation and personal enrichment for residents and visitors.

The Board of Commissioners and County Management are currently in the process of updating the FY 2024–2028 Strategic Plan with input from citizens and staff at all levels, ensuring a collaborative approach to shaping the County’s future.

The plan also includes revisions to the organization’s core values, goals and strategies to address challenges and capitalize on opportunities that will benefit the communities throughout Gaston for years to come.

The update to the Strategic Plan will emerge from intentional and honest conversations about how the County can expand local opportunities, attract global investment, and continuously improve our citizens’ quality of life
